From September 1, 2026, the procedure for registering foreign organizations with the Russian tax authorities in connection with opening a bank account with a Russian bank will be simplified. A foreign company will no longer need to apply directly to the Federal Tax Service or submit a separate application for tax registration. The relevant amendments were introduced by Federal Law No. 416-FZ dated November 17, 2025.
The Russian Bank Will Submit the Application to the Tax Authorities
The process of opening a bank account for a foreign company begins with customer identification and verification by the Russian bank. The bank reviews the foreign company's corporate documents, information on its business activities and beneficial owners, as well as other information required for the bank's compliance procedures.
Once the verification process has been completed, the bank will electronically submit an application to the tax authorities for registration of the foreign organization. Therefore, the foreign company will no longer need to interact separately with the Federal Tax Service in order to complete tax registration on this basis.
The tax authority must register the foreign organization within five days from the date it receives the application from the Russian bank.
Following registration, the Federal Tax Service will assign the foreign company a Russian taxpayer identification number (INN) and tax registration reason code (KPP). It will then electronically send the bank an extract from the Unified State Register of Taxpayers (EGRN) confirming the foreign organization's tax registration. The bank will subsequently provide this extract to the foreign company.
Once the required registration and banking procedures have been completed, the bank account may be opened.
The new procedure will simplify the process for foreign companies, as interaction with the Russian tax authorities for the purposes of tax registration in connection with opening a bank account will be handled directly through the Russian bank.
